Niu NGT doesn't reach top speed

  My Niu NGT very often does nog reach 70kph. When I leave the batteries inside the scooter it will only do around 66kph. It feels as if it’s capable of going faster though. At the moment it is quite coldbcold here at night but even when I leave the batteries inside to warm up without changing Them it still doesn’t go faster while I’ve seen videos of top speeds up to 75kph.
